No, SCT Card is not transferable.
There is no charge to you whatsoever on purchase transactions. For ATM cash transactions, there may be charges like withdrawal fee and balance enquiry fees according to the rule of the bank.

You can contact your bank to block your SCT Card. Your card will be blocked immediately.
